In a November 1st announcement, FEMA revised its National Flood Insurance Program regulations to offer policyholders the option of paying their annual flood insurance premiums in monthly installments. The option comes in partial response to complaints about the high cost of NFIP insurance policies. Previously, FEMA had required payment in full at the time of applying for or renewing their policy. Congress gave FEMA the authority to make this change as long ago as 2012 when it adopted the Biggert-Waters Flood Insurance Reform Act. In addition, a 2024 law noted that policyholders could pay annually or in monthly installments.
